Prospective suppliers should have completed a similar contract with a value of 50 percent of ABC. All phases of the bidding process shall be governed by the Implementing Rules and Regulation of R.A. 9184 (Government Procurement Reform Act).

The Commission reserves the right to reject any and all bids, or not award the contract on the following grounds:

    - There is prima facie evidence of collusion;
    - The BAC failed to follow prescribed procurement procedures;
    - There are justifiable grounds where the contract will not redound to the benefit of the government, without incurring any liability to the affected bidder/s.
